Mollie Ann Westphal – Partner & President

Mollie Ann Westphal is a member of our ownership and the President of the Property Management Group of Balco Properties, Ltd., LLC, which is a commercial real estate company.  Balco is a subsidiary of Bay Alarm Company, which her family has owned since 1946.  Ms. Westphal is responsible for asset management and real estate redevelopment. Mollie’s focus is also on acquisitions of office products, leasing, and capital projects in California. One of Balco’s goals is sustainable green buildings and redeveloping class B buildings for a higher and better use. Balco is involved in many charities and business groups improving local communities and the way we live and do business in California. Balco belongs to the Chamber of Commerce in the cities of Oakland, Lafayette, Concord and Martinez. Ms. Westphal is currently a member of BOMA (Building Owners and Managers Association), ROC (Regional Owners Council), Vistage International, and YPO (Young Presidents’ Organization). Balco Properties participates in local charities such as, Girls Inc., Boy Scouts of America, Project Night Night and Children’s Hospital.

Reed Westphal – Partner
Reed Westphal is part owner of Balco Properties and is responsible for a wide range of duties.  Reed’s primary focus is on the acquisition of industrial assets and or other asset types in the nine county bay area where there is an opportunity to add value or reposition.  Reed also specializes in the entitlement and development of our assets that no longer serve their original highest and best use.  Other responsibilities also include; managing our large-scale capital improvement projects as well as the day to day management of Balco’s industrial portfolio east of the Caldecott tunnel.  Reed holds a California Real Estate license and is in the process of attaining both his brokers and CPM licenses. Sylvia Echazarreta

Joining the Balco team in 2009, Sylvia Echazarreta serves as Controller of Balco Properties. Sylvia is responsible for the company’s accounting department, financial systems and controls, as well as managing the company’s financial reporting, property accounting, corporate accounting, treasury management, taxes, insurance, budgetary management and special projects. She brings with her 18 years of accounting experience. Her career has spanned industries including real estate, software, retail franchising development and transportation.  Prior to joining Balco, she was the Controller of American Van Pac Carriers in Martinez.  She holds a Bachelors of Science degree in Business Administration with a concentration in Accounting and is a member of IREM, Institute of Real Estate Management. Linda Cunningham

Julie Mitchell

Julie Mitchell, Senior Property Manager, is responsible for managing Balco Properties portfolio of commercial real estate located in Walnut Creek, Concord, Martinez and Fairfield.  She is a licensed real estate broker and has worked in the property management industry for the past 17 years.  Julie is a CERTIFIED PROPERTY MANAGER® (CPM). Lori Brown

Lori Brown, Executive Assistant & Special Projects, started working for Balco Properties in January 2009.  Prior to joining Balco, she worked for the Chairman and the CEO of Balco’s sister company, Bay Alarm.  Ms. Brown is responsible for assisting the President of Balco. She acts as a liaison between executive management and the daily property management operations. She holds an MBA in Finance from Averett College. Corrine Satalaya

Corrine Satalaya is the Property Administrator at Balco Properties. She began her career in the commercial real estate industry with Mohr Partners, Inc. She is responsible for the administration of vendor agreements, compliance of insurance requirements, marketing & social media as well as other related projects. Corrine graduated from California State University, Hayward with a bachelor’s degree in English and she holds a California Real Estate License as well as a California Notary Public License. Phyllis Lee

Phyllis Lee, Staff Accountant, joined Balco Properties in June 2010.  She has prior work experience in the real estate development and property management industry accounting for commercial and residential properties. Tamara Rouse

Tamara Rouse is the newest addition to Balco Properties as Assistant Property Manager. Tamara brings many years of experience in property management. Her background includes food & beverage management as well as residential, commercial, and retail property management. Prior to joining Balco Properties, she served as Leasing Consultant for FPI Management Inc, ranked 11 of Top 50 Largest US property management firms. Her responsibilities at Balco include working with the property managers on building operations and assisting in a full range of property management functions.
